Practical answers for commercial owners, developers and industrial operators selecting a construction management delivery model in Ontario.
Construction management is a delivery approach in which a Construction Manager helps the owner plan, procure, coordinate and oversee construction. Depending on the agreement, GTA may provide services on the owner’s behalf or undertake the construction work. The defined scope sets out responsibilities for trade contracts, costs, schedule, site oversight and reporting.
Under CCDC 5A, the Construction Manager provides services and acts as the owner’s limited agent while the owner contracts directly with trade contractors. Under CCDC 5B, the Construction Manager provides pre-construction services and undertakes the construction work. The contract establishes cost arrangements, trade responsibilities and applicable risk allocation.

Construction management can allow earlier cost input, transparent trade tender comparisons and regular reporting on committed costs, proposed changes and forecasts. Open-book access and approval procedures are established in the agreement. It improves the information available to the owner but does not eliminate cost uncertainty or replace a defined budget.
That depends on the delivery model. In a services-only arrangement such as CCDC 5A, the owner enters into trade contracts. In a services-and-construction arrangement such as CCDC 5B, the Construction Manager undertakes the work, generally engaging trade contractors for its performance. We clarify this before procurement begins.
Early involvement is valuable when design is evolving, the site must remain operational, procurement lead times are critical or the work has complex phasing. GTA can review your drawings, anticipated construction cost, schedule and contracting preferences to recommend a suitable construction management approach.
